The versatile American, 20, is fully fit having recovered from the double leg fracture he sustained in January's FA Cup third-round tie at Leeds but is in need of match practice.

Blues boss Lee Clark spoke last month about his intention to send Packwood out on loan in order to get minutes under his belt and he has now linked up with League Two Rovers.

The Birmingham Academy graduate, who could make his debut in Saturday's home clash against Wycombe, will look to boost a Pirates side who are currently 20th in the table, just two points and three places above the drop zone.
