The 21-year-old winger picked up a knock during the Seasiders' 1-0 home defeat to Peterborough on Saturday.
That means he would definitely have missed the game with Romania at Adams Park on Thursday and would have been a major doubt for Monday's clash with Austria at the AMEX Stadium.
"Tom picked up an injury at the weekend and he wasn't going to be ready for the first game, and only an outside chance to be available for Monday," U21 manager Stuart Pearce told Blackpool's official website.
"He's also played nigh-on every game for Blackpool this season, so I spoke to (Pools manager) Paul (Ince) and he said that Tom's desperate to be with us, so he'd support what we wanted to do.
"They have some big games coming up and we don't need to see Tom to know what he can do, so it was decided that he would head back to his club."
