Following reported interest from several Championship clubs, the Brewers boss admits high competition for the Congolese forward's services means a new contract would not be offered to the player.
A four-year spell at the club is expected to come to an end in the summer after Maghoma notched 18 goals, and his manager is in realistic mood regarding the player's future.
"It was always the situation that Jacques's representatives had made it clear this would be his last season at Burton," Rowett told the Derby Telegraph.
"I understand that he's had at least a couple of offers from Championship clubs and there was no point us sitting down and trying to compete with some of the offers he will get.
"People may think 'why haven't they tried to tie him down?' but we have to accept the situation.
"So we shook hands on a brilliant season and, as far as I'm concerned, Jacques will always be welcome here."
