The 21-year-old winger, who impressed during a brief loan spell with the Gulls last season, has signed a two-year deal at Plainmoor.

A substantial sell-on clause is included in the switch should Academy graduate Chapell leave Torquay in the future.

Chapell made a total of six first-team appearances for the Blades.
