Campbell, who has scored three goals in seven appearances for the Rams since arriving in November, does not have permission from parent club Leicester to play in the competition.
Rob Hulse, Chris Porter and Kris Commons are all vying to fill the void, with manager Nigel Clough to decide who will partner Steven Davies in his starting line-up.
Clough has no other new injury or suspension worries and Shaun Barker is expected to shake off a knee injury to take his place in defence.
