The Premier League outfit have already seen one approach knocked back by the Hoops.
The reigning SPL champions are understandably reluctant to part with their most potent attacking weapon and are prepared to block any efforts to snatch him from their clutches.
They hope that the opportunity to compete in the latter stages of the UEFA Champions League will convince Hooper to stay put, with Celtic readying themselves for a two-legged tussle with Juventus.
Norwich, though, are hoping they can lure Hooper back to England, with Chris Hughton looking to bolster his attacking options.
The 24-year-old striker turned out for Southend and Scunthorpe before heading to Glasgow in 2010.
Hooper's prolific form at Parkhead has drawn plenty of admiring glances, with Norwich one of a number of clubs said to be keen on doing a deal.
