Liam Feeney is the latest arrival at Ewood Park, with the winger having joined on loan from Millwall.
Bowyer has also sanctioned over 40 exits while in the Blackburn hot-seat, with loan and permanent transfers commonplace.
He is, however, of the opinion that an overhaul was necessary in order to keep Rovers competitive in the Championship and pushing towards the ultimate goal of returning to the Premier League.
He said in the Lancashire Telegraph: "I think it shows the level of the job that's needed to be done here.
"It's about balancing the books but also about putting a team out there that is competitive - and we've got a few more windows to go in my opinion before we are somewhere close to getting level again."
While he is still looking to add, Bowyer has refused to be drawn on his summer plans - preferring instead to focus on the run in to the end of the season and a possible late surge for the play-offs.
He added: "One or two people may have written us off but that's a dangerous thing to do with this group as they've proved throughout this season that whenever a challenge has been put to them they have bounced back and got on with it.
"That is the response we're expecting now."
