The Bulgarian striker has had an instant impact at Craven Cottage since joining from Manchester United in the summer, scoring five goals in eight Premier League games.
Pulis is backing midfielder Adam, who was a prolific scorer at former club Blackpool but struggled to establish himself at Liverpool, to have a similar effect.
Adam has scored just once this season ahead of Saturday's visit of Fulham at the Britannia Stadium.
But Pulis told The Sun: "We believe he has the ability to do what Berbatov has. Charlie can see a pass and open the door.
"He scored 15 goals at Blackpool and we want him to get 10-15 goals for us.
"But Berbatov's an outstanding player, he's at the top of his game right now, glues everything together and makes it all tick."
