The Italian giants have been linked with a £15million move for the 24-year-old Corinthians midfielder.
Inter have sold Wesley Sneijder this month and also agreed to sell Philippe Coutinho to Liverpool, which seemingly freed up space for a midfield arrival, but it will not be Paulinho.
"That is an affair that could be easier in June than now," said the Inter president.
"It is not a matter of money, but there are a lot of commitments for him in Brazil."
Corinthians had already stated that they had no offer on the table for Paulinho, who was strongly linked with Chelsea last year.
