Forward Antonio Cassano and defender Matias Silvestre could be loaned to Parma if an agreement for the sale of striker Belfodil, 21, is agreed.
Parma are prepared to part company with Belfodil, but only for a fee of at least €11million (£9.4m).
Belfodil joined Bologna on loan from Lyon early in 2012, before being sold to Parma in the following summer.
Now Inter president Massimo Moratti has told Italian media that a deal for Belfodil is under way.
"There is not yet an agreement, we are still dealing with Parma," said Moratti.
"We think Belfodil is strong and we would like to have him along with another young talent like (Mauro) Icardi. Cassano and Silvestre to Parma? Let's see, it's possible but everything is not yet defined.
"Belfodil is a player we are negotiating for. I like him a lot, he could be the new Benzema. We will try to do everything to let the team start the season the best way."
