Honda has entered the final six months of his contract at CSKA and the Japan international is free to talk to other clubs.
Everton have been linked with Honda, while CSKA confirmed over the weekend that Milan had shown an interest in the 27-year-old.
CSKA are prepared to let Honda go now if a 'reasonable' offer is made, but stated that the 'ball is in Milan's court' regarding a summer transfer.
However, Galliani suggested that Milan are happy to wait until the January transfer window opens before finalising a deal for Honda on a free transfer.
"I strongly wish that Honda could arrive at Milan during the January window," Galliani told a press conference.
Galliani is also not concerned that, if Honda does join in the winter, he could be ineligible to play in the knockout phase of the UEFA Champions League.
He added: "If he isn't able to play in the Champions League, he will be like Balotelli, who arrived in January and didn't play in the Champions League."
