Best, a £3million summer signing from Newcastle, made his Rovers debut last week after suffering knee ligament damage in pre-season.
Following a substitute appearance at Bolton, the Republic of Ireland international was selected to start alongside Best in Sunday's FA Cup quarter-final at Millwall.
Although the duo drew a blank on that occasion, Best sees plenty of potential in his fledgling alliance with the prolific Rhodes.
"I've trained a bit with him and we link nicely," he said. "We've been doing a few good things.
"He's a lovely, lovely lad, down to earth and it's just a matter of understanding each other.
"Once we get that going I think we'll be putting defenders through their paces."
