Manchester United forward Welbeck picked up his second yellow card of World Cup qualification on Friday as England swept aside Moldova 4-0 at Wembley.
He also found the target on two occasions, taking his international tally to eight, but the night was overshadowed by his contentious booking for kicking the ball away.
England must now travel to Ukraine for a crucial clash en route to Brazil 2014 without the services of another goal-getter - with Wayne Rooney already ruled out and Daniel Sturridge nursing a knock.
Gerrard told Sky Sports: "We're going to miss him. He's a big player for us now and you have seen his performance after getting the yellow card, going on and getting a couple of goals and he played really well.
"He will be missed on Tuesday, even more so because of the injuries we've got, but we have to take it on the chin and roll our sleeves up and take the responsibility."
On the Moldova result, which sent England back to the top of Group H, Gerrard added: "Job done. It was a professional performance.
"We knew Moldova were going to come here and try to kill the game, make it difficult and slow the tempo down. But getting the early goal certainly helped us and we went on from there.
"I thought we were strong throughout."
