Lord Coe was the chair of London 2012, overseeing a summer of Olympic and Paralympic sport in London.
Football has been compared unfavourably with issues of racism, fan behaviour, manager friction and petulant players all in the headlines recently.
Coe thinks there should be greater sanctions and he told BBC Five Live: "The real challenge of the FA - it (football) will always be tribal but there are clear lines here that you cannot wander over.
"When fans do and clubs do I think you have to hit them harder than they are being hit now."
