The return of the Gulls' former captain began with a 2-0 victory at AFC Wimbledon on Saturday, and as they prepare to host rock-bottom Northampton in a crucial match this weekend Rowe explained that every penny possible will be heading Hargreaves' way.
"We always attempt to give our management team the most money we have at our disposal," he explained. "All we are interested in is getting the best football team we can.
"Clearly there are limitations to that but we will be doing all we can to provide some additional funds for Chris."
Hargreaves was appointed on Monday having been first-team coach at Championship side Bournemouth and Rowe explained just why they he was the right fit for the Plainmoor club.
"We felt, although we had a wide range of extensive candidates on the long list, clearly in the position we are in we needed someone who understood how this club works and the culture of the club.
"Chris helped create that culture when he was here as our captain a few years ago. We need to hit the ground running and we don't have too long to be learning how things work here.
"Chris understands both our strengths and indeed our limitations and that was important to us. When he expressed an interest in the job we worked hard to make it happen."
