The Canaries have agreed a deal with Sporting Lisbon for the Dutch striker, with a four-year contract awaiting the 24-year-old in England.
There is, however, a chance that Van Wolfswinkel will not end up at Carrow Road next season, as Norwich are still sweating on their top-flight status.
Were they to slip through the relegation trapdoor, a big-money transfer would be scrapped and they would be forced to turn their attention elsewhere.
On a proposed move to Carrow Road, Van Wolfswinkel's representative Louis Laros told A Bola: "There is a special clause in the deal accepted by all parties that stipulates if Norwich leave the Premier League then the future of Ricky van Wolfswinkel will be open again.
"That is the reality, but we are confident in the ability of the English club to remain in the top division.
"For now Ricky is only thinking about Sporting and helping them to get results. At the end of the season he will start to focus on Norwich."
