Cummings missed last week’s home defeat by promotion rivals Rangers with a knee injury but should be fit after receiving the all clear following a scan.
El Alagui has been out of action since the end of August after rupturing his Achilles tendon against Alloa but played 90 minutes of an U20 match with Celtic on Tuesday.
Stubbs said: “Farid will be in the squad on Saturday and I think he is getting very close to making a full return.
“I still think he is ideally another two games away from being absolutely 100 per cent fit. He gives us something different and that is why I’m looking to throw him back in a bit too soon.”
Raith are missing Martin Scott and Kevin Moon as they look to secure a second successive win against visitors Hibs.
Scott is suspended while Moon is suffering with a calf injury and neither will be involved at Stark’s Park for Rovers.
Manager Grant Murray said: “Hibs will be looking to bounce straight back after losing to Rangers last weekend.
“They will not have been happy about it at all and will see this game as an opportunity to send out a message about their aims to finish second. We will have to play well to get anything.
“We are going into the game after a good 3-0 win over Queen of the South in midweek so our confidence is high.”
