The Toffees announced on Monday that they have reached an agreement for the Holland international.

It is believed that David Moyes' side will part with around £8.6million for the 23-year-old's services.

Fer admits a high-profile switch to the Premier League has arrived earlier than he expected, but he claims to be ready to embrace the challenge.

He told RTV Rijnmond: "It's a very nice step to move to the Premier League. For me, my qualities can be fully expressed there.

"Everton have always been a good club to join. It's nice that they have come in for me. It is earlier than I expected, but I am definitely happy to join them.

"I have only played for one-and-a-half years at Twente so the fact that Everton have come in for me so quickly shows the confidence they have in me. That feels good."

On his decision to leave a side challenging for the Eredivisie title, Fer added: "Everton always play for European places. It is a step which can aid my development."
