Billy Stark's team narrowly missed out on a play-off place for this year's tournament despite finishing second in their group, and will aim to bounce back by reaching the competition when it is hosted in the Czech Republic in two years' time.
Their hopes have been boosted after UEFA confirmed the Scots will be among the second seeds after they moved up 15th in their under-21 rankings. Spain remain Europe's number-one under-21 side, with England in second.
The draw takes place on January 31.
