Head coach Andrea Stramaccioni was desperate to bolster his midfield ranks with the Nerazzurri and the 30-year-old is deemed to fit the bill.
He signed for Bologna after three years at Lazio for seven million euros on a cash plus player deal in 2008.
Mudingayi, who has also represented Torino, played a prominent role at the Stadio Renato Dall'Ara, helping the side side retain their Serie A status for the last three seasons.
Despite being born in Kinshasa, now part of the Democratic Republic of Congo, Mudingayi has 17 caps for Belgium after moving there at a young age.
