Pavel Nedved has rejected an approach from Czech Republic coach Karel Bruckner and will remain retired from international football, missing Euro 2008.
Bruckner has named a 23-man squad to take part in a pre-tournament training camp, but confirmed that the Juventus winger had declined the opportunity to be part of the group.
"I spoke to him for the last time yesterday, but it is still the same. He will not be in the team," Bruckner said. "He has never suggested anything else, so he only confirmed his decision."
It had been hoped Nedved would come out of international retirement after Tomas Rosicky was ruled out of the tournament with a knee injury.
Bruckner confirmed he still plans to make changes to the group named on Wednesday, adding players prior to three upcoming friendlies and then making his final cuts closer to the start of Euro 2008.
"This is not an official squad for Euro 2008, but the squad for the final training camp in Austria," he said. "There could be one or two footballers added."
Zenit St Petersburg midfielder Radek Sirl, who is with his team at the UEFA Cup final in Manchester, is one man Bruckner said would likely be added later, but he did not name any other players at this stage.
Bruckner's squad have friendlies lined up against Lithuania on May 27 and Scotland on May 30, with both games being played in Prague.
