The Premier League sides have been strongly linked with a move for 28-year-old France international.
Hoarau is one of a number of fringe players being allowed to leave PSG this month, and boss Carlo Ancelotti confirmed during their winter training camp in Qatar that he could depart.
"Hoarau is talking with another team, but there is nothing official," said Ancelotti.
