Monaco have confirmed the signing of striker Guido Carrillo from Argentinian club Estudiantes.
Exeter have signed defender Troy Brown following his release by Cheltenham.
Manager Neil Lennon has been open in his policy of identifying cheap youngsters and moving them on for a profit, netting a £6m windfall last summer for Ki Sung-Yueng, a player signed 20 months earlier for £2.1m.
However, the Hoops have turned down two multi-million pound offers from Norwich and Hull City for striker Gary Hooper in recent weeks and have yet to sanction the exit of Victor Wanyama, who is believed to be a £10m target for Southampton.
Ledley said: "I don't think we are a selling club or anything like that. I just think the gaffer has done some great business over the years.
"He has looked into youth and brought guys in and trained them well. That's what happens in football.
"If people leave, then they leave. It happens at every single club. Hopefully we can keep hold as many players as we can.
"Hopefully the club can sort Victor and Gary out and get them new deals. I know they are both happy at the club and I hope they can stay here for many years to come."
