Celtic boss Ronny Deila says keeping his best players will take priority over acquisitions in the transfer window.
Chelsea striker Fernando Torres is understood to be set for a return to Atletico Madrid, according to Sky sources.
With Championship football returning to Molineux in 2014/15, Jackett is aware of the need to strengthen over the summer.
His focus has turned to the pursuit of a goalscorer, with Leicester City’s Chris Wood and Chelsea’s Patrick Bamford reported to be on his wish list.
It is possible that either could be drafted in on a short-term deal, with the option to bring them on board full time at a later date.
Jackett said in the Express and Star: “We’d prefer our own players and a loan player we have a chance of signing in the end.
“If it is a loan, and loans have been successful for us at times, we’d hope it’s one that turns out to be a permanent deal, if it goes well for both sides.”
Asked about Bamford and Wood, he added: “Those lads have every right to try to get into their Premier League team before they cast their eyes on the Championship.
“Sometimes there’s a reluctance to drop out of the Premier League and into the Championship too early when there’s an opportunity.
“So they have to see where they are at their particular club before they turn their attention further down.”
Pressed on whether a loan move for former West Bromwich Albion forward Wood would be an option, Jackett said: “I suppose it’s a possibility for a number of players of a certain age, depending on their contractual situation.”
