McCleary played for Jamaica in the Copa America and Concacaf Gold Cup. In the latter, they lost 3-1 in the final to Mexico.
But McCleary has not played for Reading since returning due to a calf injury.
“He’ll only be available once he gets over his injury that he picked up playing for Jamaica,” Clarke said. “He played all summer, in two tournaments, and came back here with three separate calf tears. It’s ridiculous.
“He’s come back after two tournaments for someone else. We pay his wages and he’s not available for August. It’s not correct.
“The facts are clear. Two tournaments over the summer and he comes back with three separate injuries. Three separate calf strains. All in the same calf, but three.
“So somewhere along the line somebody should have picked that up and said ‘that boy’s not fit’. But we’ll get him fit and he’ll come back into the team.”
